# Publish a form as a fill link and collect responses

> Build the fields, then choose **Done** → **Publish as form**, set the title and options, and select **Publish form**. You get a link, a QR code and embed code. Respondents don't need an account, and every submission is stored as data and as its own filled PDF.

- Available on: Free, Pro, Business
- Counts toward: Form responses

Do it in PDFBetter: https://pdfbetter.com/app/forms/

A fill link turns your PDF into an online form. People open it on a phone or computer, fill it in a form view or on the PDF itself, and submit. You see each response as data and as a filled PDF in **Fill links**.

1. **Prepare the fields**: Add fields in **Create form** mode, or use a PDF that already has fields: its own fields become fillable on the published form. Choose **Preview** to test it.
2. **Open Publish as form**: Choose **Done** → **Publish as form**. The dialog is titled **Publish as a fillable form**.
3. **Describe it**: Set the **Title** respondents see (blank uses the document title) and optional **Instructions**.
4. **Choose the settings**: Turn on **Ask for respondent email**, **Email me on each response** or **Let respondents download their copy** as needed. Under limits you can set **Maximum responses**, **Close on**, a **Confirmation message** and a **Redirect after submitting** (https only).
5. **Publish and share**: Select **Publish form**. Copy the link from **Link**, download the QR code as SVG from **QR code**, or paste the **Embed code** into any web page; the embedded form resizes itself and works on phones.

> **Publishing freezes a version:** Respondents get the saved version from the moment you publish. Later edits don't reach them until you open the dialog again and choose **Publish changes as edition 2** (and so on). The link stays the same, and earlier responses keep the fields and PDF of the edition they were submitted to.

## What respondents see

- No account or download. They can choose **Form view** or **PDF view**, and a progress bar shows how many required answers are done.
- Validation, formulas and **Show only when…** rules work as in the editor. They may be asked to complete a short human check before submitting.
- After submitting they see your confirmation message, or a standard one in their language, and a **Download your copy (PDF)** link if you allowed it.
- The page tells them their answers go only to the person who shared the form.

## Pause, close and plan limits

In **Fill links** you can **Pause**, **Resume**, **Reopen** or close a form. Paused and closed forms show a message instead of the form, and existing responses are kept. Free includes 1 live form, Pro 10 and Business unlimited. To publish another form when you're at the limit, pause or close one first.

Each submission counts toward the form owner's monthly form responses. When the allowance is used up, the form stops accepting responses until it [resets](https://help.pdfbetter.com/account-billing/monthly-limits-and-credit-packs/), and respondents see that it isn't accepting responses right now.

| Per month | No account | Free | Pro | Business |
| --- | --- | --- | --- | --- |
| Form responses | — | 50 | 1,000 | 10,000 |

"Unlimited" is subject to fair use; "—" means not included.

### Can respondents sign the form?

Yes. Add a **Signature** or **Initials** field and respondents draw, type or upload it before submitting. To collect signatures from named people with an audit trail, [send a signature request](https://help.pdfbetter.com/signing/request-signatures/) instead.

### Do I need an account to publish?

Yes, a free account. Guests can build and preview the form, then sign up to publish it.

### Does the notification email include the answers?

No. For privacy, **Email me on each response** only tells you a response arrived, with a **View responses** button.
